LOL PARCH 11.17: Minireworks for Akshan, Amumu, Lucian and Viego, Skins Crime and Phoenix City

After the corresponding fortnight we are here with a new patch for League of Legends. The Riot Games Moba reaches patch 11.17 after two weeks of experiments and adjustments in the PBE, the League of Legends test server.
