Persona 5 Scramble: The Phantom Strikers - the upcoming action roleplay by Koei Tecmo and Omega Force - is not just a spin-off in the style of Dynasty Warriors. It takes place six months after the events of Persona 5. The story focuses on the development and growth of phantom thieves as characters. For example, Makoto and Haru are both changed to the university. The action itself revolves around the gang that takes a roadtrip through Japan, but of course things do not run as planned (Thank you persona central for the translated information).
Koei Tecmo also announced that the game is about 90 percent finished, which means that it is the "refinement" phase of development. Scramble has already a release date in Japan - it is scheduled for the 20th of February 2020 - but it's nice to know that it is basically finished.
In terms of a western date, we will probably get no until Persona 5 Royal is locked. Nevertheless, it looks as if 2020 will become a big year for the fans of phantom thieves.
